(AP) — A top Democratic Virginia lawmaker vowed Wednesday to keep language enabling a proposed relocation by the NBA’s Washington Wizards and NHL’s Washington Capitals to Alexandria out of the state budget lawmakers will take up later this week. Democrats won full control of the General Assembly despite losing in key swing districts. In this year’s election, Republican candidates prevailed in three of the four Biden-Youngkin state Senate districts and in at least seven of 11 Biden-Youngkin state House districts. There were 20 Senate districts and 48 House districts carried by both Biden in 2020 and McAuliffe in 2021. Democrats won all of them Tuesday, averaging 67% of the vote in Senate districts and 76% in House districts. Glenn Youngkin isn’t on the ballot, but Virginia’s elections for 140 seats in the state legislature are very much about his future. If Republicans can wrest the 40-seat Senate from Democratic hands — giving the G.O.P. control of the state government for the first time since 2013 — it will burnish Mr. Youngkin’s image as a presidential contender in 2028, or even 2024. On Tuesday, Virginia voters will decide who will control the state legislature, which is currently divided between Republicans and Democrats each controlling one chamber. Outlawing abortion at 15 weeks or earlier would mean residents of southern states seeking the procedure after this point would be funneled into clinics in states even further away. Bans or restrictions in all the southern states would also mean denying or restricting access to more than 110 million Americans, or one third of the entire country’s population, and seven of the 10 fastest-growing cities. CNN defines southern states here as the states that seceded during the Civil War, which while a popular definition is not how the US Census defines the South. Democrats, who previously controlled both the legislature and governorship, were left with a 22-17 majority in the State Senate.

Glenn Youngkin, who is not on the ballot but is stumping hard for his fellow Republicans. This makes a certain political sense: Joe Biden won this county in 2020, as did Mr. Youngkin’s Democratic rival in 2021. But the fact that Mr. Youngkin is aggressively campaigning in blue areas is not only a sign of his popularity, it differentiates him from Mr. Trump, who largely sticks to safe conservative spaces.
